Shiny Steelix hunt advice

Currently wanting to hunt for a shiny steelix. My game plan was to just use a magnet pull magnemite and do random encounters on iron island but is there a better way? Is there a better place to do it? Is there a repel trick tactic I can use to increase my steelix encounters?
