Why do other people get a full character and an extra sticker after getting a phenomenal character pack but I never get an extra sticker?

Watching jynxzi’s stream rn and 9 times out of ten when he opens a phenomenal pack he gets a full character + another sticker, every single time I’ve ever opened a phenomenal (from 2 different accounts, on both Xbox and PS5) I never get an extra sticker. Any reason for this?
