Starting over… where are the ads?

I created a second account on my iPad but the game doesn’t give me the add 2 moves options. This is a separate account, separate device, and separate email address.

Did they stop allowing ads for new users? I’m on level 130 right now. Should I keep playing and see if they show up or are they gone forever?
