Paying for installation help

I’ve been pretty desperate to get my emulators to work, I’ve tried Fiverr, Upwork, Facebook, local college gaming club, an IT specialist, and the only people I’ve gotten a confirmation that would be able to get things running was estimated over two hundred dollars, I spent well over a grand on my PC for the sole purpose of school and games but should it be this expensive to get help? I feel like I’m getting scammed
