Lokhir got even stronger this patch

I'll start off by saying that he has been my favorite Dark Elf LL for a while due to his Black Ark Spam and constant raiding in Cathay that made him a money printer. However I haven't seen anyone mention that he now has access to Aislinn's Sea Routes and more money making Black Ark diktats. He is actually even more busted now and until CA gives us a Vampire Coast rework, he will continue to satisfy my pirate impulses. Anyways i encourage anyone to try him out.
