Not community day shiny rates? Low spawns? What’s happening?!

Just finished the first hour for community day. Over 100 pokemon caught and only 1 shiny. I thought the rates were supposed to be like community days. Am I wrong?

Also, the spawns aren’t popping up for me like a typical community day. Just seems like a normal day spawns and sometimes my screen is just blank. Am I the only one?
