Anyone else’s baby cry every time before they fall asleep?

Without fail every time before my 9 week old falls asleep he cries. Sometimes it’s a huge crying, screaming, kicking his legs fit for like 5-20 minutes or longer even.. Sometimes it’s a quick “wahhh wahh” I’m so sad cry for only a minute or two before he gives in to sleep. But it’s never just peacefully fall asleep without being upset about it first. Either he’s just a FOMO baby or hates the feeling of sleep over coming him.. it’s been this way since week 3. It’s every nap, it’s every bed time. He fights sleep. I try following wake windows. I don’t follow wake windows. Doesn’t matter.

It happens when we are actively trying to get him to fall asleep: swaddling, rocking, dark room, white noise, ect. It happens before he falls asleep on his own passively: in the car seat on a drive, in the carrier while I am walking around.

Anyone else have a baby who is or was like this?? Do they outgrow it? Does he just hate sleep or have a bad association? I don’t know how to fix it…
