HRE is not a defensive alliance?

First time playing as Holland and in 1.0.10. I immediately get declared on by France and England. And in both of these wars the Emperor is just chilling and not coming to my aid? In eu4 you couldn't do that? Is there something I am doing wrong? I just want to exist.
