Multitool not working on Legal Salvage Missions

So I haven't played in a year, but I recently reinstalled and realized why my tactor beam multitool wasn't working while in my vulture to move boxes out of the ejection bay. It's because I'm in an armistice zone. I remember this not being an issue before. So how do I get around this?
