How much of DF do you have to do to get to Emerald Dream?

Haven't played in years, so never done the DF campaign on any character. I've found a lot of posts saying you need to start the "Fire Season" quest from Shandris Feathermoon in Valdrakkar, but this NPC is missing from my game entirely. I'm on a level 75.

I've seen other posts say you have to do some amount of the campaign before the quest shows up, but I've done the main campaign of DF up through Azure Span and nothing. Other posts have said to do some amount of the campaign "in each of the zones" which I don't quite understand. Does anyone know how much I have to do? Is there some other requirement to get to emerald dream if it's your first time that I don't know about? I just want some transmogs ;_;
