What would happen if a civilian is discovered to have awakened a new Kekkai Genkai?

So in this hypothetical let's say this takes place in Konoha during the third's tenure post nine tails attack (but only after everything settles down) however the civilian in question has no intention on being a ninja. What would realistically happen to them? What external factors would influence the outcome? Would Tsunade make a different decision?
