Cant pull my foreskin all the way back when erect

Hey, 13-14M here. Soo , as the title says ,when im hard i cant pull my foreskin all the way back. I can pull it to maybe a bit less than the middle.Im just wondering when will this kind of "go away". The Quora retards say its phimosis but i dont really believe that soo can yall tell me pleasee
