Health insurance help

I’ve lived in Boston for the past 3 years. Every year when I have applied for health insurance I have been denied for MassHealth but given a tax credit. Even so, I typically pay about $170/month for my Tufts Direct Plan. I only make about $45,000 a year before taxes. My friends are shocked that I don’t qualify for MassHealth. Is this normal or am I doing something horribly wrong???
