Keifeng Prefecture injustice quest

I am working on 100% areas, and I cannot find the second injustice quest in keifeng prefecture. I did the one where you feed that guy. I've seen on some websites that the second one is supposed to be in the southeast corner of the area helping a guy named Lui Qian, but I cannot find him anywhere. Tried changing to all common times, and nothing. Anyone know how to trigger this?
