Justifying War Goals

I'm playing TNO for the first time and decided to play the Komi Republic. I realized justifying war goals is manually turned off for TNO and tried doing both the "allowdiplo" and "nocb" commands to allow the actions.

They worked, but now I can't 'send' the war goals.

Is this just a bug or am I doing something wrong?
