EBT- Earn by time question / concern

I recently started dashing again and new to this whole EBT system, although I do feel like I have a pretty solid understanding of how it works. I understand you are paid a % of the active time worked on your rate (14,15,16,19,etc.) . What I don't seem to understand is when I have accepted higher rates between $19-22/hr on EBT- my earn by time guaranteed rate shows $15/hr. I have already escalated this with DD support. Not sure if anyone else has this issue, it seems very unfair and illegal that they tell me I am going to be paid 19+ /hr and then pay me 15/hr.

Anybody else encountered this issue? If so how do you resolve. Thanks!
