If I buy iPhone using finance option using my apple card will my phone be unlocked?

I am planning on buying iPhone 17 pro max from apple store using the finance option using my apple credit card, when I looking online and select finance option using apple credit card, I can see that I need to select a carrier and they is no option I can see where I can skip that,

if I choose a carrier will my phone be locked with that carrier? I am on T-mobile plan right now, but I am think of switching carrier and I am planning of going out of US and I will be using a different sim/carrier in that country, I want to make sure I can use my phone outside of US as well.
