I’m able to control tv volume but can’t turn tv on/off with shield remote

Sorry if this has been answered a million times already, new to the sub. But switching from fire stick and I really want the convenience of turning on/off my shield pro with the tv on one remote and not having two remotes or having to press the power button on the tv. I have the volume control setup which works fine but it’s not turning the tv on or off. Google just says to HDMI-CEC but it already is, I even tried disabling it then reenabling it but that didn’t work.
