What is the spawn in timer from the same spawn location?

I just got into a Stella Montis lobby, ran out of the only exit from where I spawned into 2 pops and 3 ticks which I dispatched without missing a bullet, and when I take cover at the entrance I just spawned from to reload (not 5 secs sprint away from where I spawned) I get mowed down by a a guy who just spawned behind me, it can't have been longer than 1 minute ago that I just spawned there into 5 mini Arc

Is there any particular reason they don't drop a fixed number of players into any given lobby? Genuinely curious why they chose the route of late spawn in, I'm not sure what the positives are outside of potentially quicker load times
