Question for an electrician.

My home was built in 1951. Flat roof, no attic space, and not crawl space as built on a concrete slab. Has breaker box installed in 1990 as upgrade from fuses. All outlets are 2prong and do not have a ground wire. What’s the safest budget friendly way to upgrade our outlets to grounded 3 prong outlets?
