BILs attorney hasn't served his wife and it's been 8 months Location:Kansas

He is wanting to file for divorce in order to set up custody agreement with his wife who is going the vindictive route. He hired an attorney to serve her and represent him and the man said "everytime you call me it'll be 175 bucks." He is ready to be done with this but they are dragging their feet. Location: Central Kansas, any help is appreciated as he's on his last leg dealing with her. He has contacted the business twice but they don't have any information for him What can he do to move forward?
