Bad battery or bad charger?

Blowing the leafs off the patio with my Greenworks 80v blower. It was cutting out and I figured the battery was low. So I hooked it up to the charger. All I get is a blinking red light on the charger. No fan blowing. Nothing on the battery. I press the button on the battery and I get 2 out of 3 green lights.

So are we looking at a bad battery or bad charger? I pretty much don't use it much except in the fall leaf blowing and the occasional tree branch on my small 80v chain saw.
