PayPal Bug

I’m so frustrated but I’m sure everyone knows of this bug now when you try paying for a label with PayPal and the screen crashes? changes? reloads? and it doesn’t give me the label, even though it charged me on PayPal.

Does anyone know if I should contact either PayPal or UPS to get this charge refunded?

I ended up having to pay for the label again using another method of payment, which is such an inconvenience because I filled out all the international details like THREE TIMES!! Why they don’t have drafts for label information is beyond me.
