How do you get the bobo pan parsnap?

So i keep checking when bobos open for 2 clients that aren't the ad guys. But i never get 2 customers at the bench. I had 2 customers once in the last several months but even after speaking to them none stop then bobo none stop so i annoyed them all and I never got the parsnap.

Am i hindering myself with having tables/chairs outside of the bench in front of the ramen shop? (In the customize area) Do the customers go there instead of the bench?
