How can I help my partner?

I'm a citizen. My partner of over 3yrs is a Ukrainian immigrant who has been unsuccessful with PR for over 2 years, and now his Ukrainian passport is expiring which will leave him with fewer options.

He recently moved to a different province from me, so we can't live together for me to sponsor him. Or can we? Is there any way we can make conjugal sponsorship work when he's within Canada but we live almost 2000km apart?
