CTA not working

Hey all hope everyone's beginning of season has been going well. Recently I made my CTA for my vengeance pally. I've got enough str/dex to do the swap for my lidless and flail respectively. But when I go out of town to try and use the shouts they wont cast. I've tried multiple binds. I've tried removing all the gold from my stash and seeing if that works but nope. Any help trying to solve this would be be awesome. I really don't want to make a new one.
