What to do about my mega chode?

To picture, it’s about an inch in length and I can barely get it hard nowadays, I am a 27 y.o. Male and it has really been bothering me, I’ve been looking into surgery by tapping into my mother’s emergency funds but I’m not really sure if that’s morally right. I’ve had a couple girlfriends in the past tell me it was like a dried up snail, any tips on how to make it bigger, I was thinking of jelqing but then it would only increase in length and look like a tapeworm.
