Is USMLE still a good choice, after recent H1B fee Hike?

So, after MBBS, one can finish his/her Residency using Student visa/J1

But, what about practicing in US?? H1B work Visa require employer to pay 100,000$ to the government to employee a IMG.... This will force the employers to employ a US graduate instead of IMG (Although there's a column stating "exemption for national interest ", no where it's indicated as it can be applied to medical professionals)

If this scenario holds true, what's the point of doing residency in USA, If one have to return to India and practice here

Can anyone give me some ideas regarding this?
