18v battery as power bank

How many times could an 18v battery charge a 4,400mAh phone? With the P743 being 30$ and having plenty of 18v batteries would this work as well as an Anker style power bank? Size and portability isn't a concern just trying to keep cost down and chose the better charging device. Thank you.
