Dryer runs, no heat

My clothes dryer is not heating. It runs but won’t get hot. I’ve narrowed it down to be nothing with the actual dryer itself. Here’s what I got going on. Tested the breaker, 240 across terminals 120 on each leg. Breaker seems fine.

Tested the outlet. Black to ground 120 Red to ground 60 Black to red 40

No visual signs of anything wrong with the outlet. Could it have just died on me?
