Herald Stack PBOD Help?

Hey all - just recently rolled into herald stacker PBOD and I feel like for the budget this build is underperforming for me. Anyone mind taking a look and letting me know if I am missing anything obvious? I think maybe the fact I am lacking crit cap might be an issue but not entirely sure whats going on...
