I advanced to Kaifeng without doing pretty much anything in Qinghe and suddenly I got Meteor Flight??

So I progressed the main story without exploring Qinghe too much (didn’t visit outposts nor boss battle other than Still Shore and Qianye).

After I arrived in Kaifeng, I decided that I want to finish exploring Qinghe first so I went back and found Blind to the World side quest. While doing it, I accidentally found that I can do Meteor Flight now even though I haven’t completed Afterglow quest??

Honestly I’m so confused, can anyone please explain to me
