Do I need a PC-specific tool set to build a new PC? And installing windows when I only have a Chromebook Plus. Should I borrow a Windows PC?

I have a garage full of tools but Im nervous that I might fry my components. Should I just buy a kit with the wristband? Or would I be ok with clean tools? Should I just buy a building mat? I'd rather not when I have like $10k worth of tools but I fear that I might fry my new build over $30

Also, I have a Chromebook Plus for cloud gaming and was planning on putting Windows 11 on a thumb drive with it but I'm getting mixed info about my ability to do it with Chrome OS. I would have to borrow a PC to do it on windows and Im thinking that it's probably worth it? Also, if you've never used a Chromebook Plus, don't knock it haha.
