I need help

so i bought a new pc, and why is that cs is the only game that runs like shit, when I play forza horizon 5 with all graphics option set to max (ray tracing) with realistic graphics mod I get 160+ fps, when I play where wind meets I get 150+ fps (max settings),

but the second I open counter strike expecting it should run above 300 fps, I get around 250fps (I have a 300hz monitor)

I've been trying to fix it for 3 days now

i play 16:9 1920x1080 I get better fps (full screen)

but when I play 4:3 stretched 1280x960 I get low fps (full screen windowed) i get 3 sec stutters in full screen stretched

pc specs i7 12700 rtx 5070 16gb ddr5 5200mhz cl40 1tb gen4 z790d ax mobo 750 gold rated power supply
