How to get deliveries not left on step?

I‘ve ordered a few Christmas presents online and every one is left visible on my front step. Even with a safe out of view area right there, and a sign with instruction to not leave on the step. I leave directions to not leave on the step on the delivery email. They won’t even ring the doorbell either. Just drop, take a picture and run. I saw men following the dragonfly van and stealing my neighbours package. Why do they insist on dumping it when I have a large planter box that could hide the package, which is where deliver men left my packages in years past.
