Loot not resetting?

Wanted to try and get my bobble head stand filled since I only have 1. I haven’t picked up any bobbleheads in a long time. Months.

I went to the Summerville house and picked up everything in there to reset my loot and as I started following this guide to get them none of them were there. I thought maybe someone else picked them up so I loaded up a private world but had the same issues. Any advice?

Also, it did seem to reset the loot in the expeditions because I could pick up the meds on the balcony again but that’s all that reset.
