HELP! I can't see my court grandeur, or amenities.

So I'm playing as the Byzantine Empire with an 867 start date, I'm on my second emperor, and I can't see my court grandeur. I never have been able to. I thought it was supposed to look like it does below but I was googling how to increase my grandeur levels and a video guide showed there were supposed to be 3 buttons. I have no mods and I am running version 1.17.1. Please help me fix this, idk what to do.
