Reasons your Free T won’t go up on Gel?

I have been on gel for 3mos 5mg daily my Free T only went from .1 -.3 and my SHBG is at 65. I was putting the packets in a syringe and would push out .5 a day. What other reasons could cause me not to respond? Or do I just need to go with injections?
