Is Undertaker a relic heavy character?

I've mostly been playing a ton of Scholar, only really played Undertaker a handful of times, but she feels incredibly underwhelming and underpowered when playing solo. People say her ult charge is fast, but I really don't get that (maybe that's just a result of her ult feeling weaker/less impactful visually? idk).

Is she a relic heavy character or something? There are dozens of posts glazing the hell out of her, meanwhile she's my absolute lowest successful character. Clearly I'm not doing something right.
