Bots in War Thunder!

Over the past few weeks I have noticed a lot of "players" are making some very strange choices when it comes to battle strategies. On top of that I have noticed in these games where these "players" make these decisions no one seems to communicate at all and the servers seem to also suffer with packet loss. Am I wrong in assuming that this is being cause by bot accounts, If this is the case why is gaijin allowing it?
