[Xbox 360] [Early 2010s?] 3rd Person Shooter in a desert setting

Hi all, I'm looking for a 3rd person shooter that I remember playing as a kid in roughly the early 2010s. I don't remember many details about this game, although I do remember a character that you play as (might have been multiple selectable characters) distinctly saying "I need more ammo!" in an angry, kind of older sounding man voice. Another detail I remember is that you're able to drive small boats in this game, and it was pretty open world from what I remember.
