How is morpeko fair?

I don’t play much PvP and have just gotten into it this season. I often come across morpekos that throw instant charge moves. And in my mind I think that they can’t do much damage, but they one shot my gastrodon with not very effective damage. How is that fair? It’s just an instant double shield?? How do you counter it?
