Am I missing an update or something?

I've never experienced such jank in a console game. Ps5 user with the ultimate edition. I have 15hours in game and... Npc's get stuck in scenery. Crime scenes appear out of nowhere when you turn away and back again. Npcs magically appear. Npcs fall through overpasses. Cops and Crims have big shootouts but no one looses HP. Cosmetic items don't show on V when in the corresponding load out box. Cars in the road at odd angles basically on one wheel. Objects appear and dissappear. Npc model sits or walks side by side with a duplicate model. Restricted areas with no criminals means I can just walk in and hoover up the loot. Feels like I shoulda fought for it and/or used stealth or hacking.

I've not even got out of the first area yet. I'm not sure I can be bothered to play more with this amount of jank.

There is a lot of awesome stuff but when you see this going on it kills the vibe (especially npc's not spawning in Restricted areas).

Is this basically the norm?
