Would Harumasa and other potentially free characters be perfect 50/50 loss pool additions?

While a Harumasa rerun is perfect for the people who specifically want him, it might be hard to justify for Hoyo and for other players from a value/strength standpoint, to pull him.

HSR already did it and I think Haru could be great as a loss pool character, as his mindscapes are in a way a buff and people could still get him for ''free'' this way, but maybe it's too early and he would be too strong for a "free" character with mindscapes.
