I have a question: Are MysticMons Data Pack and Pokemans Pack [Cobblemon] good to use with Cobblemon?

I installed the Pokemans Pack [Cobblemon], but I’m not sure if it’s actually working. I used the PokeNav to search for Kyogre in the deep ocean, but Kyogre doesn’t show up in the spawn chances at all. Does this mean the datapack isn’t working, or is this normal?
