Why did AFO choose Shigaraki?

Ok, before anyone comes at me, I have watched the show, and I understand that he chose Shigaraki as his successor to mess with all might, but to me it seems like the disadvantages majorly outweigh the advantages - sure, having Tenko be his successor gave a bit of shock value to All Might, Deku and Nana (as a vestige of OFA), but only a bit. Aside from this, it seemed mostly irrelevant to the effectiveness of AFO’s plan - so why didn’t he choose an easier and more powerful target to groom, for example A young overhaul as an orphan, or better yet not have a successor at all - sure, his consciousness melded with Shigaraki, but why wouldn’t he want complete control - seems out of character for his emotions to interfere with his plans.
