What dates the RTP scholarship for PhD come out ?

Does anyone know when PhD scholarship outcomes come out at UWA and Murdoch ? And how competitive is it ? Do you need to have publications to get the stipend ? If you get a position without the stipend, are you allowed to work while studying ? I saw there was a limit of working 8 hours.
