Coming new Season. What is going to keep people in duos to Swap Mid/Top to have the others respective Quest on Top/Mid?

As per Title: What would keep someone from swapping Mid/Top without using the respective Swap mechanic in champ select to have the XP/Level Boost mid or the improved boots and Backport top?

Is that feasible or did Riot think about this scenario and the Quests only progress in their own lane?
