Doubt 'bout sending partners regarding the scholarship

So I wanna apply for the Stipendium Hungaricum soon and I think I know all the the things I need to do before applying.

Just one question though. About the whole sending partner thing.

We're supposed to apply through our country's sending partner, and will only be considered for the Stipendium Hungaricum if we are selected be said sending partner.

So what I wanna know is, is there any way to go around that rule? Like is there any way to avoid going through that whole process and just apply directly for the scholarship? I know that this kind of information is on the website but I just wanted to be absolutely sure.

Appreciate anyone and everyone who replies with help or something to confirm this.
