Why is the Acle Straight towards Great Yarmouth so much worse than it usually is with traffic?

I commute in via the Acle Straight from Norwich for work every morning. Without fail since the average speed check cameras came into play after what felt like years of work I feel the traffic is so much worse. Why is this happening and is there any solution?
